Mr. Kinzel is the Vice President of TJKM. He has 60 years of experience in nearly all aspects of traffic engineering. He served as the Corporate President for about 30 years following TJKM's founding in 1974. He has experience as both a private consultant and a government traffic engineer. Mr. Kinzel has conducted hundreds of traffic impact, circulation, and access studies for development projects in California. For these types of studies, he has provided circulation and access analyses, sight distance analysis, safety engineering, parking demand evaluation, parking layout and roadway geometric design. Mr. Kinzel has served as an expert witness in traffic safety-related accident court cases throughout California. He has provided his opinion on adequacy of traffic systems, prepared declarations and participated in depositions and courtroom testimony. He has also served in a mediator role for numerous studies involving conflicting viewpoints of neighboring cities, citizens versus public agency disputes, neighborhood traffic control issues, and related sensitive projects. He has made numerous presentations to TJKM clients as well as the public and has taught traffic engineering courses for the University of California and the University of Santa Clara. He wrote the "Traffic Studies" chapter of the Traffic Engineering Handbook, published by Prentice-Hall. Mr. Kinzel is an active member of the Institute of Transportation Engineers and has served as a past International Director.
