Steve Delight, Engineering Services Director

Mr. Delight is the District Engineer and in charge of the Engineering Department, which includes the Planning and Asset Management, Permitting, and Capital Improvement divisions. He joined DSRSD in 2000 and holds a bachelor of science degree in civil engineering and a master of science degree in civil engineering. He is a licensed professional engineer in California.

Irene Suroso, Senior Engineer

Ms. Suroso oversees the Planning and Asset Management Division and is responsible for the management of DSRSD’s recycled water, backflow and cross-connection control, and water conservation programs. She has over 20 years of experience in the water industry with extensive experience in water supply, master planning, and hydraulic modeling of water distribution systems. Ms. Suroso has a bachelor of science degree in chemical engineering and a master of science degree in civil engineering. She is a licensed professional engineer in California.  

Stefanie Olson, Clean Water Programs Administrator

Ms. Olson administers the recycled water, water conservation, pollution prevention, and cross connection control programs. She has worked in the water and wastewater field for over 24 years. Ms. Olson is certified as an American Water Works Association (AWWA) Conservation Practitioner II and has a bachelor’s degree in environmental science and a master’s degree in business administration.
